In the Republic of Estonia, a person who has a valid hunting certificate and a weapons permit in their own country, can go hunting.
A foreigner’s hunting license is issued to a citizen of a foreign country at the request of the owner of a hunting area located in Estonia, or of an inviting person. A foreigner can bring their weapon across the border if they have a European Union firearms pass, issued by the relevant authority of their country.
A foreigner can also apply for a shooting test certificate for big game, if they have passed a shooting test in their country of residence, and no more than two years have passed as of the taking of the test (Hunting Act § 42 (4) If a person was issued a certificate confirming the taking of a shooting test for big game, or a shooting test for bowhunting in a foreign country, and not more than two years have passed as of the taking of the last shooting test, such person will not be required to take a shooting test for big game, or a shooting test for bowhunting.).
If a foreign citizen has not passed the big game shooting test, they can do it in Estonia.
Besides, a foreigner has to pay the fee for hunting rights.
